Covering central bank policies among AFRACA members, the text evaluates how monetary and regulatory levers facilitate or constrain financing flows to rural and agricultural sectors. It reviews eleven policy variables (including reporting standards, capital adequacy, interest rate policies, collateral requirements, and national financial inclusion strategies) based on member surveys and a validation workshop. Recommendations are provided for governments, central banks, and AFRACA to adapt prudential rules, enhance risk-sharing mechanisms, and foster capacity-building platforms.
