This paper, informed by an AFRACA and FAO baseline assessment, recommends strategic capacity building options for developing the small-scale fisheries sector in Africa. It evaluates existing interventions and suggests enhancing Financial Service Providers' capacity to tailor appropriate financial and insurance services for SSF.
