Dismus Muthoka Kiio joined the AFRACA Secretariat in 2018 as Protocol, Transport and Liaison Officer. He is responsible for managing protocol arrangements for the organisation's high-level meetings, statutory bodies, and official missions, while coordinating travel and logistics for the Secretary General and senior staff.

He liaises with host governments, embassies, and diplomatic missions to ensure compliance with protocol standards, and facilitates visa applications and official clearances for staff and guests. He also handles official correspondence, maintains records of engagements and mission reports, and oversees AFRACA's fleet and administrative support functions.
