Richard Patrick Byarugaba (born 1961) is a prominent Ugandan business executive, banker, and entrepreneur with a career spanning over three decades in the financial sector. He has served as the Executive Director of Finance at the Bank of Uganda (BOU), heading the Investment Committee and overseeing financial reporting.

Holds a Bachelor of Science in Statistics and Economics from Makerere University, an MBA from Edinburgh Business School (Heriot-Watt University), and a Master’s degree in Finance from Giordano Dell'Amore Fondazione in Italy. He is also a qualified accountant and a Fellow of the Association of Chartered Certified Accountants (FCCA) of the United Kingdom.
